Millington Energy Technology Park
Power-Adjacent AI & Digital Infrastructure in the U.S. PJM Market
Millington Energy Technology Park is an approximately 130-acre infrastructure site in Queen Anne’s County, Maryland, positioned for phased AI compute, data center and energy development.
The property combines strategic transmission adjacency, existing utility infrastructure, fiber connectivity, expandable acreage and access to the Mid-Atlantic PJM electricity market.
POWER INFRASTRUCTURE
69 kV and 138 kV transmission infrastructure cross the property, with additional 230 kV infrastructure located nearby.
The site also has existing three-phase utility service and on-site access to both Choptank Electric Cooperative and Delmarva Power substations.
NEAR-TERM DEVELOPMENT PATH
Choptank Electric has confirmed 5 MW of capacity for the initial GPU-on-Wheels development pathway, subject to final utility engineering and service configuration. This provides a practical near-term path for phased AI compute deployment while larger transmission-level interconnection work proceeds separately.
LONG-TERM SCALE
The site is positioned for phased expansion beyond the initial pilot through its transmission adjacency, acreage and multiple utility pathways.
Future large-scale capacity remains subject to formal utility studies, interconnection approvals, permitting and development requirements.
A Phased Development Strategy
USDC’s Millington strategy is designed to establish operating AI infrastructure in phases rather than wait for a single large-scale buildout.
The initial GPU-on-Wheels deployment is intended to demonstrate MW-scale utility delivery, AI compute operations, fiber connectivity and site performance while longer-term utility, interconnection and development pathways progress in parallel.
AI COMPUTE
Modular and permanent infrastructure pathways for high-density AI training, inference and mission-critical compute.
ENERGY INFRASTRUCTURE
Utility interconnection, resilient electrical systems, energy storage and future energy-generation opportunities.
SCALABLE DEVELOPMENT
A large site capable of supporting phased infrastructure deployment as utility capacity, approvals and customer requirements evolve.
Initial Deployment: GPU-on-Wheels
The first planned AI-compute deployment at Millington is USDC’s modular 2 MW GPU-on-Wheels platform - a compact, relocatable high-density compute system designed for rapid field deployment, liquid cooling and minimal site impact.

Strategically Positioned for the Next Generation of AI Infrastructure
Millington combines land, power adjacency, utility access and phased-development flexibility in a location within the PJM market. USDC is advancing the site as a platform where near-term modular AI deployment and longer-term data center development can evolve together.
