Morocco Sovereign AI Infrastructure Program
Three Standardized 7.5 MW Campuses | 22.5 MW Aggregate Critical IT Capacity
US Data Centers Morocco is developing a distributed sovereign AI infrastructure platform designed to support secure, confidential and high-performance computing for government, regulated industries, enterprise, cross-border and physical-AI workloads. The program is structured around three standardized 7.5 MW campuses, allowing capacity to be deployed in phases while maintaining a common architecture across power, cooling, connectivity, security and AI compute.
Why Morocco?
STRATEGIC GEOGRAPHY
Morocco sits at the intersection of Europe, Africa and the Atlantic, providing proximity to Southern Europe while serving North and West African markets.
ENERGY & DIGITAL INFRASTRUCTURE
Renewable-energy resources, expanding grid infrastructure, fiber connectivity and submarine-cable access create a strong foundation for energy-intensive AI infrastructure.
SOVEREIGN & INDUSTRIAL AI
Morocco’s digital-sovereignty priorities and strong industrial base support future demand across government, energy, mining, logistics, manufacturing, robotics and physical AI.
Program at a Glance
3 CAMPUSES
Standardized sovereign AI facilities developed as a distributed national platform
7.5 MW EACH
Critical IT capacity per campus, designed for ultra-high-density AI infrastructure.
22.5 MW TOTAL
Planned aggregate critical IT capacity across the initial three-campus portfolio.
Why 7.5 MW? Modular by Design — Not Limited by Scale
While much of the data center industry is pursuing increasingly large, monolithic campuses, USDC has deliberately chosen a different architecture for sovereign and mission-critical AI.Our 7.5 MW critical-IT campus is the standardized building block of the platform — large enough to support ultra-high-density, rack-scale AI infrastructure, yet compact enough to be deployed, financed and upgraded with greater speed, flexibility and control.
DEPLOY FASTER. SCALE WITH DEMAND.
Standardized 7.5 MW facilities can be permitted, financed, constructed and commissioned more efficiently than a single monolithic hyperscale development.
Capacity can be added campus by campus as customer demand, utility availability and capital deployment require.
TECHNOLOGY AGILITY
AI hardware, interconnects, power densities and cooling systems are evolving rapidly.
A modular campus allows successive facilities to incorporate the latest commercially viable technology without requiring the entire portfolio to be redesigned around one hardware generation.
DEDICATED SOVEREIGN CAPACITY
Sovereign, government and regulated clients may require dedicated infrastructure rather than shared hyperscale environments.
A 7.5 MW campus can be allocated to a single strategic customer while the overall platform continues to scale through additional standardized campuses.
Scale Through Replication
A single 7.5 MW campus is not the limit of the USDC model — it is the repeatable unit of scale.By deploying standardized campuses across multiple locations, USDC can expand capacity while creating geographic diversity, reducing concentration risk and aligning individual facilities with power availability, national priorities, customer requirements and regional development objectives. The result is an infrastructure platform designed to scale horizontally rather than concentrating all capacity in one mega-campus.
A Distributed National Campus Strategy
USDC Morocco’s site strategy combines sovereign alignment with the practical requirements of ultra-high-density AI infrastructure — particularly access to utility-grade power, resilient fiber, suitable land and a clear development path.Candidate development zones currently span Morocco from its principal governmental and economic centers to emerging renewable-energy and Atlantic infrastructure corridors.
RABAT / SALÉ • FEZ / MEKNES
Locations aligned with national institutions, government activity, research and sovereign workloads, while providing geographic diversity across northern and central Morocco.
MARRAKESH • CASABLANCA
Major economic and infrastructure centers offering access to commercial markets, utility infrastructure, connectivity and strategic enterprise workloads.
TARFAYA / DAKHLA ATLANTIC CORRIDOR
A long-term southern Atlantic development corridor positioned around renewable-energy potential, industrial growth and access toward West African markets.
Africa-Europe AI Infrastructure Corridor
The Morocco program is designed to operate in parallel with USDC’s Spain Sovereign AI Portfolio using the same standardized 7.5 MW campus architecture.Morocco provides a cost-advantaged Africa-Europe compute gateway, while Spain provides an EU-based platform for regulated European workloads. Together, the two programs create a complementary sovereign AI infrastructure strategy across the Western Mediterranean.
Strategic Partnerships & Execution Readiness
USDC Morocco is building the sovereign AI platform together with specialized strategic partners across cloud orchestration, secure communications, critical electrical infrastructure and operational safety. These relationships are designed to strengthen execution readiness, resilience and the ability to serve sovereign, regulated and cross-border AI workloads.
ORÉUS - Contributes the sovereign AI cloud layer, orchestration technology and federated control capabilities.
RAISECOM - focuses on secure communications, encrypted network infrastructure and resilient connectivity for sovereign and regulated workloads. The objective is to support protected data flows, confidential compute environments and secure interconnection between campuses.
ENEVO - supports access to critical electrical infrastructure, including transformers and related grid-interconnection equipment. The relationship is intended to reduce long-lead equipment and supply-chain risks during project development and commissioning.
WISC - focuses on fire protection, emergency-response training and operational safety for high-density digital infrastructure. The program includes fire-safety planning, staff training, emergency drills, incident-response coordination and containment procedures tailored to high-load electrical, battery, cooling and data-hall environments.
Workforce & Local Capability
USDC Morocco intends to pair infrastructure development with local workforce development, technical training and Moroccan supplier participation. Planned training areas include artificial intelligence fundamentals, cybersecurity, data center operations, controls, electrical systems, cooling, fire protection, safety and emergency response. The objective is to strengthen execution readiness, resilience and the ability to serve sovereign, regulated and cross-border AI workloads while helping build a long-term Moroccan talent base capable of supporting both USDC facilities and the broader national digital economy.
