Spain Sovereign AI Infrastructure Program

Three Standardized 7.5 MW Campuses | 22.5 MW Aggregate Critical IT Capacity

US Data Centers is developing a distributed portfolio of sovereign AI and high-density compute campuses across Spain for artificial intelligence, confidential computing and regulated digital workloads. The initial program includes Zaragoza, Madrid/Toledo and Sagunto/Valencia, with Elche/Alicante identified as an optional expansion location.

Why Spain?

EU-REGULATED MARKET
Spain provides an EU-based environment for sovereign, confidential and regulated AI workloads serving government, financial institutions and regulated enterprises.
ENERGY & CONNECTIVITY
Spain combines significant renewable-energy resources with strong terrestrial fiber and access to Atlantic and Mediterranean digital routes.
INDUSTRIAL & ENTERPRISE AI
Spain’s diversified economy supports AI demand across finance, government, manufacturing, tourism, logistics and industrial automation.

Program at a Glance

3 CAMPUSES
Standardized sovereign AI facilities developed as a distributed national platform
7.5 MW EACH
Critical IT capacity per campus, designed for ultra-high-density AI infrastructure.
22.5 MW TOTAL
Planned aggregate critical IT capacity across the initial three-campus portfolio.
A Common USDC Modular Architecture
Spain uses the same standardized 7.5 MW sovereign AI campus architecture deployed across the USDC platform. The 7.5 MW format is designed to balance high-density compute scale with faster deployment, technology agility and the ability to dedicate individual facilities to sovereign or regulated customers while scaling through replication.
A Distributed Spanish Campus Strategy
USDC Spain’s site strategy combines the practical requirements of ultra-high-density AI infrastructure — particularly access to utility-grade power, resilient fiber, suitable land, proximity to major demand centers and a clear development path. Candidate locations are being evaluated across Spain to provide geographic diversity and support sovereign, regulated, enterprise and industrial AI workloads.
ZARAGOZA / ARAGÓN
Inland logistics and energy hub positioned for renewable power and high-density AI compute.
MADRID / TOLEDO
Spain’s principal enterprise and public-sector AI corridor, with proximity to government, financial institutions and major digital infrastructure.
SAGUNTO / VALENCIA
Coastal digital and industrial gateway with Mediterranean connectivity, major logistics infrastructure and access to Spanish, European and broader Mediterranean markets.
Expansion Option - Elche / Alicante: Southern growth corridor identified for potential additional capacity, workload overflow and geographic redundancy.
The EU Anchor of the Africa-Europe Platform
Spain serves as the EU-based anchor of USDC’s broader Africa-Europe sovereign AI strategy. Spain provides proximity to regulated European customers and EU markets, while Morocco provides a complementary Africa-Europe gateway with a lower-cost renewable-energy base. Together, the two programs create a geographically diversified sovereign AI infrastructure platform using the same standardized campus architecture.
Strategic Development & Execution
US Data Centers is advancing the Spain program through a combination of local market engagement, site development, utility coordination, technology relationships and project execution capabilities. The program is structured to maintain flexibility in final site selection, energy procurement, technology integration and delivery partners as each campus progresses through development.
